The National Plan for Research, Development and Innovation II, acquiescent by the Govern Decision nr 475/2007, for 2007-2013, represents the main instrument throughout the National Authority for Scientific Research (ANCS), implements the National Strategy for CDI.
Program no 4's purpose is to create conditions for a better collaboration between different entities for research-development and innovation, economic agents and/or units of the public administration in order to solve the identified problems.
The general objective consists in the CD competitiveness growth throughout stimulating the partnerships in the priority domains, materialised as innovative technologies, products and services for the solution of complex problems and creation of implementation mechanisms.
The implementation and realisation of the objectives proposed in Program no 4 - Partnerships in priority domains will be realised throughout the following type of projects:

• Complex projects - CP
• Complex far-reaching projects - CRP
